Lol, Oilly. The 1919 might be overkill on me...my best chance might be not to show up! Not today. Not tomorrow. But at some point I'll probably get stupid and drop the oil pump and reconfigure it all. I've done it before...
ok, so here is the update:
I went back through and did Scout's timing without a light procedure. First off, the jeep started without much effort. Also, when I spun the distributor to get the highest vacuum reading and then brought down the RPMs, I was about where I started! Nice.
After lots of playing with the throttle and idle mix screws, I was able to raise the vacuum reading to hover between 20-21 while reducing the RPMS to no more than 800. I had a reading at 750, but after pulling the throttle it returned to 800.
Lastly, I shut it off and then immediately tried a restart. Effortless. I love that.
The only bummer at the moment is the hesitation if the throttle is pulled quickly. So it is still present. If you ease on into it, it's fine.

Feels good doesn’t it? If you can accept a vacuum reading of 19-20, which is still quite good, you can adjust that idle down using the adjustment screws only. I assume no choke is involved with the idle?

I assume no choke is involved with the idle? Correct Scout...zero choke involved. As for the hesitation upon foot stomping acceleration- is that the metering rod in the carb I need to look at? I'm one that usually has a smooth start, but it is kind of annoying that this issue exists.

Typically that is the first place to look. Raise the rod pin just a small fraction of an inch and try it. After that, you need to check distributer advance.

I raised the rod pin ever so slightly. It seemed to have helped...some. I went for a drive being gentle on the accelerator. Came home, mashed the gas...and it seemed fine. Got out and looked under the hood...pulled the throttle briskly a few times. No hesitation. Idle seemed high. Hooked up the meter and it was near 1000 again. Turns out there is a little play in the throttle screw. I could push the mechanism into place and the idle would drop. Wonder if the screw has high and low spots or the the spring sucks.
But, the hesitation seems better.
