I believe this plug can be pulled and replaced with a proper adapter for checking manifold vacuum. Correct? What exactly do I use to put in its place? Thanks Ok new info. I found an adapter to fit the port. I get a steady reading at 20 on my vacuum gauge. Still fighting with the (won't idle without choke being pulled out" issue that seems to be very prevalent. I've rebuilt the carb, replaced the leaking intake manifold gasket and no longer can find any air leaks. Rechecked all carb settings again. Had a carb guy check things over and can't find a problem with the carb. I don't think I can trust his knowledge as far as this carter is concerned, as he says he's never seen the diverter gasket before. So that kinda tells me something. Here's what I'm reading. Nice and steady with the carb choked. As soon as I open it up, the engine dies. I also get a normal swing of the needle when revving. So even tho I believe the timing to be ok, I'll keep looking for other answers on this site. Some mighty smart guys here from what I see.

20 hg vacuum is good. Having to use the choke could be as simple as resetting the brass mixture screw to 1 1/2 turns out from a light bottom. Don't force it in. I need to know what your steady Idle RPM is to go further. While you're at it, what is the dwell reading with points set at .020" at the high point of one of the lobes on the distributor shaft? Also, it could be as easy as tightening the mounting nuts of the carb further. If you can turn them one more flat they are too loose.
